Strata Cleaning Scope of Works — a Template Your Committee Can Actually Use
In our experience, most strata cleaning disagreements aren’t really about the cleaning — they’re about a scope that was never written down. If “the cleaner doesn’t do the fire stairs” has ever come up at your building, this page is for you. Below is a working scope-of-works template you’re very welcome to copy, adapt to your building, and attach to your next cleaning contract — whoever you choose to work with.
What a good scope of works contains
- Areas — every common area by name, floor by floor. If it isn’t listed, it isn’t cleaned: lobbies, lifts, corridors (by level), fire stairs, car park, bin and compactor rooms, amenities, external paths, loading dock.
- Tasks per area — what “cleaned” means in each spot: vacuumed, mopped, dusted, glass polished, sanitised, swept, scrubbed.
- Frequency per task — daily, x-per-week, weekly, monthly or quarterly. This is the column that sets the price, and the one most quotes leave vague.
- Periodic works — carpet steam cleaning, pressure cleaning, high glass and light-fitting cleans, each with its own frequency, and either priced in or clearly excluded.
- Exclusions — private lots, balconies, anything above safe reach height, biohazards, graffiti: named up front, so there are no surprises mid-contract.
- Standards and evidence — how quality is checked, by whom, how often, and what report your committee receives.
- Consumables — who supplies bin liners, hand soap and paper. It’s small money, but it’s a constant argument when it’s left unsaid.

Three things we often see in scopes
- “General clean of all common areas” — with no areas named, it’s very hard for anyone to say whether the invoice was earned. Naming the areas protects both sides.
- No frequency column — two quotes for “lobby mopping” can’t be compared until you know one means daily and the other means weekly.
- Periodic works as verbal extras — the carpet steam clean that was “included” is the classic year-one disappointment. Write it in, with a month against it.
